Unos amigos nos vinieron a visitar pidiéndonos apoyo para trabajar en una zona marginal del Callao, el puerto de Lima, donde ellos hacían labor social desde hacía años, en la cual el nivel de delincuencia, el consumo y venta de cocaína es alto. Al acompañarlas lo que más nos impresionó fue el estado de abandono, de postración social y sicológica de las personas, trayendo como consecuencia la violencia familiar, golpeando a los más débiles: los niños y niñas, sea en su integridad sexual, sicológica, física, moral o espiritual.
Con esa impotencia, seguimos trabajando intentando atenuar las consecuencias de la violencia sin mayores logros por la excesiva desconfianza que hay entre los vecinos, su escasa organizacion y a la vez, la falta de recursos para la generación de empleos en pequeños proyectos autosostenidos.

Con esta inquietud, en 1997 constituimos la Asociación Civil sin fines de lucro “Hermana Tierra”, con el fin de buscar y canalizar recursos, con personería jurídica propia, para el bien de los más débiles, los que poco o nada pueden hacer para defenderse por sí mismos. Inspirándonos en el hermano universal San Francisco de Asis, nos propusimos ir a los necesitados con nuevas fuerzas.
Con el transcurrir de los meses se nos unieron más personas con las cuales definimos un objetivo concreto y urgente: Tener un hogar de acogida para niños víctimas de la violencia familiar. Fue una decisión basada en una convicción llena de ilusiones, sin ningún asidero material pues carecíamos del dinero y del inmueble requerido y nos urgían los casos de maltrato. Muchas horas nos dedicamos a buscar casas en alquiler pero resultaban muy pequeñas o caras, e inclusive recurrimos a la Beneficencia Pública del Callao, exponiéndoles nuestro Proyecto y solicitándoles nos cedieran en uso un inmueble, trámite de varios meses que terminó sin ningún resultado favorable pues todas las propiedades desocupadas estaban ruinosas. Paralelamente a estas gestiones, organizamos el desayuno escolar para cien niños con el apoyo de los PP Maristas en la zona sur del Callao (Barracones) y se trabajó tanto en talleres para la capacitación de promotoras sociales del lugar, como en visitas domiciliarias previniendo la violencia familiar.
Posteriormente acudimos a la Municipalidad Provincial del Callao para solicitarle por medio del regidor Renato Pastor, algún terreno o inmueble pero no se llegó a concretar a pesar del interés puesto en ello, debido a la inexistencia de ambos recursos. Es bueno mencionar que los trámites seguidos en la Beneficencia Pública del Callao fueron lentos porque en ese lapso la Directiva fue cambiada hasta en tres oportunidades quedando lo avanzado en fojas cero dado que los funcionarios al ser removidos desconocían lo logrado con la anterior gestión.
A fines del año 2001, después de la mucha espera e insistencia por el cambio de gobierno en nuestro país, logramos el reconocimiento del Ministerio de la Mujer y Desarrollo Humano por nuestra labor y aceptación oficial de nuestro Proyecto Casa de Acogida para niños maltratados “Posada de Belén”. Así mismo, la inscripción ante la Secretaría de Cooperación Técnica Internacional del Consejo de Ministros.
El dos de Agosto de ese mismo año, un familiar de la propietaria, nos ofreció un inmueble para el fin que tanto perseguíamos, nos invitó a visitarlo y al hacerlo notamos el abandono de varios años que la había convertido en un palomar y fumadero de gente de mal vivir, los mismos que habían arrancado el sistema de cableado eléctrico externo, habían depredado todas las puertas, ventanas, sanitarios, etc. El sistema de agua y desague estaba colapsado, tanto así que en uno de los salones el piso de locetas estaba hundido por filtraciones del alcantarillado. Nos enteramos que la casa la habían ofrecido a la Policía Nacional para convertirlo en Albergue de menores pero después de varios meses no habían logrado iniciar ninguna reparación. Conversando luego con la propietaria convenimos que nos la daba en préstamo, evidentemente no nos conocía y su prudencia era natural.
La verdad es que la casa no necesitaba refacción sino una eficaz reconstrucción pero nos encontrábamos con la dificultad que donde tocábamos puertas nadie se atrevía a invertir en el inmueble por cuanto no era nuestro sino que lo teníamos en calidad de cesión en uso. Si el Altísimo nos había ofrecido esta casa sin tocar la puerta de la oferente debíamos poner toda nuestra esperanza y constancia para que el Hogar fuera una realidad. Empezamos a recaudar pequeños fondos con actividades económicas como festivales deportivos, parrilladas, etc. con los cuales avanzamos lentamente.
Con la ayuda de un Ingeniero Civil logramos confeccionar un expediente técnico para presentarlo al Programa de generación de empleo “A Trabajar Urbano” del Gobierno Central, con el cual ganamos el concurso al ser seleccionados entre varios proyectos y paralelamente, a fin de ese año, logramos el generoso apoyo de la Municipalidad Provincial del Callao, por intermedio de la decidida acción de FINVER, en pintura, metal mecánica, etc. Un aporte significativo llegó en Enero del 2002 de la Fundación ALCOA al ser elegido como beneficiarios, nos destinaron $26,000 dólares americanos lo cual nos permitió avanzar grandemente las obras de reconstrucción.
La obra de reconstrucción estuvo llena de sorpresas, sin contar con ningún plano de los sistemas de agua, desague y electricidad dada la antigüedad de la casa. Se tuvo que optar por la sustitución total de los mismos por lo que se procedió al picado de paredes, cosa que se había hecho para intercomunicar la casa con nuevas puertas y ampliar ventanas pues los dueños anteriores la habían dividido en tres inmuebles independientes para alquiler. Providencialmente, sin sabernos explicar la casa contaba con ocho baños, a los que renovamos totalmente con sanitarios, mayólicas, piso, puertas, alumbrado y ducha eléctrica nuevos, así mismo logramos construir uno más para darles facilidades a los niños.
Después de un año de tratativas con la Beneficencia Pública del Callao, se decidieron a darnos una subvención social apenas acogiéramos a los niños, consistente en el pago de las facturas de consumo de agua y corriente eléctrica mensual.

En abril, luego de 5 meses de tediosos y sinuosos trámites logramos la deseada exoneración del pago de los impuestos municipales y los predios con el fin de bajar los costos ordinarios. Por aquel tiempo, la propietaria generosamente pagó toda la deuda anterior e incluso hasta diciembre del 2002 cuando sólo le correspondía hasta agosto, fecha efectiva de la donación del inmueble.
Some friends came to visit us asking for support to work in a rural area in Callao, the port of Lima, where they where doing volunteer work for quite a few years. There the level of crimes, consume and traffick of drugs is very high.When we went with them, what shocked us the most was the state of abandonment, social and psicological postration of the people. Thus intra familiar violence, to hit the weakest ones at home, the children, was a consequence of this situation. Some of these children were abused sexually, psicologically, phisically or morally.
We felt very powerless, we continued working trying to atenuate the consequences of the violence. Howevere we were not very successfull, the neighbours do not trust each other, their lack of organization and at the same time the lack of resources for the increased of jobs in small projects.

Due to the grave situation, in 1997 we founded the Civil Asociation Hermana Tierra, seeking to find and canalize resources, for the sake of the weakest ones, the ones that very little or nothing can do to defend themselves. Inspired in the universal brother Saint Francisco de Asis, we decided to go to people in need with new forces.
As time passed more people joined us, with them we defined a concrete and urgent objective: To have a home for children victims of intra familiar abused. It was a decision taken based on conviction and full of illusions, with no success, because we lacked money and the building required and the cases of abuse were very urgent.

Several hours we spent trying to find houses in rent but they were either very small or too expensive, we even went to the Public Beneficence of Callao, we expose them our project and we ask them to give us a building, several months of work that ended up with no positive result because all the properties were occupied or in ruins. Later on we went to the Municipality of Callao to ask trough one of the members of municipality, Renato Pastor, for some land or building but nothing was achieved despite of the effort put it into it.

By the end of 2001, after a long wait for the change of the government of our country we got the recognition from the Ministry of Women and Human Development because of our work and they accepted officially our Project Home for abused children Posada Belen.

On the second of august a relative of the owner offered us a building for the purpose we were seeking, she invited us to visit the building and we noticed the abandonment of several years that have turned the building into a home for doves and a smoking area for drug addicts, they had broke all the cables and also the doors, windows and toilets,etc. The water and drainage system had collapsed; it was such the damage that the floor of the rooms was sunken due to the filtrations of the sewer system.

We got to know that the house had been offered to the National Police to become a home for minors but after some months they had not succeeded on getting any reparations done.
After we talked to the owner we agreed that she would give the building as a loan, obviously she did not know us and her prudence was natural.

The truth is that the building did not need to be repaired but rather rebuilt, the problem lied that wherever we went to ask for help we did not get anything because nobody dared to invest on a building that was just a loan. We started organizing sport festivals, and other activities, with them we moved forward very slowly but surely.

With the help of a civil engineer we managed to make a technical file that we presented to the Program to Work Urban of the central government. With this we were selected among other projects and at the end of that year we got the generous support of the Municipality of Callao, trough the firm action of FINVER, we got paints, metal mechanics,etc. Another very important donation came in January 2002 through the foundation ALCOA, we were selected as recipients of $26,000 US dollars, with that we advanced greatly the rebuilding work.

During the initial work, the owner of the building decided with her sons, convinced of our serious intentions, to donate the building to the Asociation with the specific goal of becoming a Home for Children.

The rebuilding work was full of surprises, with no planes of the wate nor electrical systems. We had to opt for total replacement of these. We proceeded to break walls, something that had been done to communicate the house with new doors and to enlarge the windows because the previous inhabitants had divided the building into three independent houses to be rent.

Providentially with no explanation the house had 8 toilets, we renewed them completely with sanitary installations, and floor, doors, lights and electrical showers, and we also build one more for the commodity of the children.

In april, after 5 months of negotiations we achieved the exoneration of municipal taxes in order to reduce the ordinary costs. Around that time, the owner generously paid the previous debt even to December 2002 when actually it just needed to be paid until august when the home was officially donated.

Mit der Verabschiedung der Monate waren wir zusammen mit viele leute Menschen, mit denen wir eine besondere und dringende Ziel: Werden Sie Pflegestelle für Kinder, die Opfer von Gewalt in der Familie.
